You can, but it's a costly process and chances of you winning the appeal is VERY low. You'll need to prove that the VO acted irrationally in assessing your application. That is an extremely heavy burden of proof. It's better to just get GCMS notes, address the noted concerns and reapply.
But it's up to you if you want to pursue an appeal. Without knowing your profile and details of your application, I can't really comment accurately on your chances.
SoP is only one part of the application. What is your profile, course, program?
Ok i will order Gcms notes and discuss with you. But in refusal its written you will not leave country by the end of your stay. And i strongly defand this that i will leave country.but how to convince vo.
every rejection starts with i am not satisfied you will leave canada. can you write the entire sentence. if you share your profile / background and program u applied for we can help you in recognizing what went wrong. not accurate tho.
Everyone says they will leave the country, and I bet a lot don't!
someone who shows a previous travel to high developed countries especially previous residence permits without saying they will leave canada are more credible than people who say that they will leave canada and provide 125 documents. what i mean profile is everything. if you try so hard to prove something then it certainly rises a concern. ex-visa officer stated once" we make quick decisions, so provide what is needed and everything should be reasonable "
you are absolutely right.. its like someone with very strong profile with extensive travelling history but wrote on SOP that " I WILL NOT LEAVE CANADA AT THE END OF MY STUDIES"....yes he'll not leave, he will apply for pgwp+ PR down the line but the line is enough for VO to give refusal on spot
