What should I upload for the Police Certificate file?

I was asked to get a police certificate from Mexico, I sent all the required documents to the address that they told me and at the bottom of the information page it says: You won’t receive the original police certificate. The certificate will be sent to us and the results will be uploaded directly in our system.

In my document checklist I'm still required to upload a file for the Police Certificate, what should I upload?

I am confused... how can IRCC have asked you for the Mexican PCC if you haven't applied yet? You are not required to provide the PCC from Mexico upfront...

BUT, since you have already applied for it, suggest you follow Option 2 here. Basically, write a letter of explanation that you have applied for it and provide some kind of proof - :

In my document checklist the last row it says Police certificate - Mexico (required), it has the ? that gives you information and then it says upload file it won't let me continue unless I upload something there. Should I have waited to get it? I have everything else uploaded and ready to send but I am very confused as to what to do with this. I've been trying to call their offices for two days but I get to the message that says that my call can't be transferred to an agent because they have a high volume of calls.
