Trying to move this post from Canada Immigration to here, since it is more relevant here.

Hello,
I had searched the forum before deciding to post this question. I found information on appeals, but nothing otherwise.

We applied for Quebec Immigration as a couple, in 2011. That year, we had to relocate, and our application was transferred to Hong Kong. We went through the prescribed process, and resubmitted documents accordingly. In 2015, we received the news that our application was rejected because, "the documents submitted to refute the intention to reject that had been sent to you did not suffice to refute the decision"

This was mainly due to the attestation of documents - both of us have educational documents from different countries, and having worked in various countries, we have work certificates from US, Ireland, UK and India. However, the attestation of all documents were done in the country we were then residing in.

Of late, we were thinking to make a second application. Could someone here please advise what are our options -
1. Are we eligible to make a second application to Quebec? Or in general under the Canada Immigration?
2. If so, are we required to get our documents attested in the same country where they were issued?
3. Is there any levy for 2 above, considering the expenses involved in visiting all these countries? We do not have any friends or relatives living nearby, who would get the copies attested for us - it's been over six years now, since we received those certifications, and everyone we knew moved out, and moved on.
4. If we are eligible to make another application, would this be, in anyway, linked to our first one - so we can have a fair idea of chances of rejection?
5. The first time around, we made a joint application. This time around, should we apply together again, or should only one of us make the application?

Did you check if you qualify for Express Entry or not? EE is much much faster than QSW. With QSW you will need to wait for 2-3 years before you get PR in hand.

Only educational documents need to be attested by a) Institution that granted educational documents OR b) some notary public from the country where educational institution is situated. I am not sure countries where both of you were educated but most US and European universities give sealed attested transcripts. I had provided my sealed transcripts from US university and those worked. As for India, it should not be a big issue to get educational documents notarized from India without going there ;). You just need to be resourceful and willing to spend some money.

No need to get Experience certificated notarized.

If your Work experience/Educational certificates are not in English or French then you need to get them translated. I had used a translator from Ontario for this as my Educational documents had seal in Hindi.

You will need to submit single application for both of you. Calculate your points and decide who needs to be principal applicant in the application.

I quickly went over the eligibility criteria in cic.gc.ca under the Express entry program. But got stuck at the NOC listings. Would you please be so kind to answer, if Computer Science and Software are considered valid under this entry? We have relevant degrees from universities of course, but just double-checking with someone who seems to know their way around would help that much more.
