Trying to move this post from Canada Immigration to here, since it is more relevant here.

I had searched the forum before deciding to post this question. I found information on appeals, but nothing otherwise.
We applied for Quebec Immigration as a couple, in 2011. That year, we had to relocate, and our application was transferred to Hong Kong. We went through the prescribed process, and resubmitted documents accordingly. In 2015, we received the news that our application was rejected because, "the documents submitted to refute the intention to reject that had been sent to you did not suffice to refute the decision"
This was mainly due to the attestation of documents - both of us have educational documents from different countries, and having worked in various countries, we have work certificates from US, Ireland, UK and India. However, the attestation of all documents were done in the country we were then residing in.
Of late, we were thinking to make a second application. Could someone here please advise what are our options -
1. Are we eligible to make a second application to Quebec? Or in general under the Canada Immigration?
2. If so, are we required to get our documents attested in the same country where they were issued?
3. Is there any levy for 2 above, considering the expenses involved in visiting all these countries? We do not have any friends or relatives living nearby, who would get the copies attested for us - it's been over six years now, since we received those certifications, and everyone we knew moved out, and moved on.
4. If we are eligible to make another application, would this be, in anyway, linked to our first one - so we can have a fair idea of chances of rejection?
5. The first time around, we made a joint application. This time around, should we apply together again, or should only one of us make the application?
