What is the Visa Success Rate for College Students who have not paid their fees

Dear All ,

What is the visa success rate for College Students who have not paid their fees in advance ?.. I mean if i apply for the visa before paying tuituion fees ..what are the chances to get the visa..

My college is Humber and my course is a 1 year Post Grad diploma....

please suggest?
