What is the point of the FSW 67 point system, if applicant's are really only evaluated under the CRS

But that isn't the end goal, right? The end goal is to get accepted to apply -- which is only done through the calculation under the CRS system.
If you're a FSW applicant you cannot have an eligible express entry profile unless you meet the 67 point requirement.

The end goal from IRCC’s perspective is to pick up the most qualified applicants, hence the higher CRS scores.
It’s not about the applicant’s end goals.
