What is Program Support Unit?

I got married back home on August of 2016, my wife and I had a baby daughter on June of 2017 I applied for my wife's Spousal PR in Sept of 2017 and for Citizenship of my daughter at same time, it is now ALMOST a year and I just received a "NOTICE OF DELAY" regarding my daughter's application for citizenship certificate, the Notice letter states something about Program Support Unit, and the file being sent to them. I do not know what this is? Or how much time will it take? Can anyone please help me understand?

Program Support is where applications considered non-routine go to after their initial review because they do not fall within currently established guidelines, but still have a potential claim due to older legislation or administrative procedure. There is no estimated timeframe for applications that are sent to Program Support because each case is different.

Mine is a name change issue as well it was sent to program support unit does anyone have any update ?
