I see everyone is talking about this note but what exactly is it?

I read online that you must be a citizen or permanent resident to apply for it. So means that only the sponsor can apply and not the applicant?

Yes, only Sponsor but I've done it myself on my hubby behalf, he didnt mind it.

PS: You won't get regular updates on these notes once you've applied for one. It's kinda one time thing.
You'd need to do it every time after you've done any update on your side. Also the processing your notes request takes 30 days.

If you are Sponsor and asking the notes under Access to Information Act ($5 Fee) it means you want to pull out the information on someone's behalf. In your case on your husbands. But he needs to sign a consent form for you to proceed further.
Go to the link I provided above, fill out the form and ask your husband to sign it. If you still doubt, please watch the Video (in the video description you can find links on how to fill out the consent form and link to the form itself).

Yup.

Access to Information = "If you are asking for information about someone else" ($5.00)
Privacy Act = "If you are asking for information about yourself" (free)
