CIO issue file number upon the receipt of application. What is the significance of this number?

Does it mean that application has been selected to send to visa office or it confirms the receipt of application only without any selection?

They are issuing UCI number these days.
This number is issued for an applicant / individual and is allocated for the rest of life
Unless Visa is issued , nothing is final
