What is ECAS

Hey guys,
Stupid question I know. But what is the difference between ECAS and the table shown in the PR application submission page. I submitted my application last Monday. This is what the table shows:
Review of eligibility: review in progress
Review of medical results: Passed
A background check is needed: In progress

All else says not needed at this time.

Please explain what is ECAS and of I have access to it as I can't login to it.

I also see a lot of posts saying "3 lines"
What does that mean?
