Hi~

My wife(Citizen) and I(PR Applicant) have been married for two half years, and have a 11-months old son(already became citizen)
We sent spousal sponsorship application few months ago(after 25, Oct, 2012).

Couple days ago, we just received a letter from CIC with two attached files.
One is a Request Letter for living arrangement(i.e., lease contact) in Canada.
The other one is a Conditional Visa Ready Letter. :D

I am a little bit confused because VISA Ready Letter and Request Letter were sent together.

1. What does "Conditional" means?
Does it means Conditional PR or my case is conditional approved before I send the living arrangement?

2. Is the new Conditional PR rule applied to me?
In my understanding, all application submitted after 25th, Oct, 2012 would be considered with two factors.
i. Time in the relationship
ii. Common Children.
If neither one of above requirements is met, then Conditional PR will be issued.

I believe my case(married 2 and half years, common child) has met the requirement of normal PR.
If I am going to get Condition PR, where did I understand the new rule in wrong way?
 
Your understanding of the conditional rules is correct. You should be exempt due to the length of your relationship and the fact that you have a child together. Exactly what does the letter say?

My wife and I are living outside Canada so that we are requested to provide living arrangement as below
We are going to send a lease contact to CIC and explain our plan of moving back to Canada.


In order to continue the processing of your application, please proceed with the following item(s):

- Living arrangements in Canada, including Canadian residential address for settlement, Canadian school registration for child;
- Proof of ownership of property in Canada or signed lease for Canadian residence for your sponsor
- Notice of Resignation of Employment for your sponsor, if available

- Removal notice for your sponsor (e.g. notice to post office, banks and / or other institutions, etc)

In the Conditional Visa Ready Letter, I didn't find anything related to Conditional PR status.
They just ask me to send passport.

Pending a final assessment of admissibility criteria to ensure that all requirements have been met, your permanent resident
application may be ready for approval and visa issuance in the near future. In order to finalize your application more quickly,
we are requesting your passport(s) at this time.

You must submit your passport(s) to this office within 45 days of the date of this letter in order to finalize your application.

May I ask what documents you provided with your initial application to proof that your wife is going to move back to Canada once you will get the PR visa? Sounds to me as if those documents/proofs are not good enough for CIC?

Hi, MrSputnik,

We didn't provide a lease agreement in our initial application because we didn't know when we could get the PR.
Instead we only provided a letter of moving plan and a letter of our family friend to prove our plan.
I understood why they requested us to provide living arrangement because they don't even know our future address. :P
 
I can't understand how CIC can ask for a lease for an apartment/house with such long application processing times... don't they understand that couples like to stay together until both of them can move at the same time?

How can you register your child in a school without even knowing if and when you will be granted PR?
 
So where exactly does it say "conditional visa ready"?

If it's the title or something similar, then I imagine it's one of those standard things "your visa is ready to be issued, pending a final review bla bla bla". So in that sense, all passport requests are conditional visas!
 
Agreed 100%! Their use of the word "conditional" appears unrelated to the context of 'Conditional PR', simply that your visa is "ready" to be issued, except that the issuance is 'conditional' upon CIC receiving everything that they are requesting OR an explanation as to why not.
 
Sounds like from what everyone is saying is that the only reason it is "conditional" is because they are requesting more documents.
If you can provide the documents that they are requesting then you are good to go!

Your replies gave me so much relief!

I think CIC officer knows it we cant't lease an apartment until we are granted PR.
That's why they sent two letters together and gave us 45 days to prepare the documents.(Normally VRL is due in 30 days from a friend's case)
In a bright side, maybe they are saying "Your case is ready, give us the plan and address then your PR will be issued"

I have few questions about the document they are requesting,
- Living arrangements in Canada, including Canadian residential address for settlement, Canadian school registration for child;
In the sponsorship application, my wife wrote a letter to explain our plan and provided a letter from our family friend to prove it. When the PR application is sent to CIC oversea, is the sponsor application sent together?
I am debating if I should provide the letters which has been attached in the sponsorship application again.
Is there any advice on responding this part?
As the school registration, I don't think there is a school for a 11 months old child. @@ I will just explain in the letter.

We have contacted a property management company in Canada, looking for an apartment available in the few months. To get the address we have no choice but pay few months rentals before moving in.

We don't have these since my wife can't do job hunting before knowing when we can move.
They used "any", and "available" so that these are not necessary.

What is this part for?
In my understanding, it is for the case of sponsor lives in Canada and Applicant lives in oversea. A applicant use the notice to demonstrate to CIC that he/she has made up his/her mind to move to Canada.
In our case, we will move together, then my sponsor(my wife) doesn't need any removal notice.
What should I respond to this part?
 
You don't need to send all of these things, but they want proof that you will move to Canada and they need an address because that is where they will send your PR card. To save money and hastle I suggest asking sny family members or friends in Canada if you could live with them for a month or two, have this person write a letter offering you room and board, and then give their address to the CIC. You can send your wifes letter again, maybe add in the part about the child not being old enough to register for school. Also if you have made any preparations to leave like... if your sponsor wrote a resignation letter to her job that she is currently working, or if you did, if you cancelled your P.O. Box, or if you had to write a letter to your landlord giving notice that you both will be moving. I'm not sure what else but they want proof that your sponsor is going to Canada with you so you either need to send stuff that shows that she is planning to leave her current residence, or stuff that shows that she's planning to arrive in Canada. Just give whatever you can.
 
Hey guys,

I have sent our living arrangement plan along with my passport to CIC HK.
What did we provide?
1. An letter of introducing what we have prepared and explaining why we can't for some requests.
2. A signed Lease agreement with a Property Management company in Vancouver.
3. A signed Door to Door Moving contract
4. Flight e-Ticket receipts (paid)

Basically, we just did the whole moving things which we are supposed to do after I get COPR.
Searching settlement place, moving service, and flight tickets...

My online status is updated to Decision Made at 10/7.
Normally, the address would change from "Your current mailing address" to "You current home address / Your current mailing address".
However, my address still remains single address now.
Is that because my sponsor is living oversea currently and our lease agreement will not be effective until next year?

Does anyone know about that?

As I thought, I got normal PR status, not conditional PR.
