What does it mean Medicale have been received and decesion made ???when I check my wife application status. They received my appilicatin on sep6th and I got an email on 15th of OCT regarding file number. How long I have to wait my wife get visa ???

Medical Received means that they have matched your medical that the Dr sent with your file. If the Decision Made is under the "Sponsorship Application Status" it should mean that stage one is complete. The "Permanent Residence Application Status" is stage two or the applicant's part (PPR and CORP) It sounds like to me that your stage one is complete (your ability to sponsor your wife) and you are now waiting for your paperwork to be sent to your regional visa office.
