A baby born in Canada is automatically a Citizen by virtue of being born in Canada and the baby is entitled to a Canadian Passport. With that the baby wont need a visa to reenter Canada. That section of the Law that confers citizenship automatically by birth in Canada is unfortunately being reviewed at the moment
