what do i do to apply as a SKILLWORKER

Hi my mom wants to apply as a skill worker, shes a university teacher in Dominican Rep, she does not speak english very well, and she wants to come to canada with workvisa, would that be possible? she told me she found someone who can write a work letter seeing that someone wants to hire her, sounds kinda stupid, but i wanna help her, how this everything work in this workvisa thing, ive no idea. please help
