What are the different visa offices for?

Hello everyone,

So I have another question about the process to sponsor my wife to become a permanent resident because I'm curious. It looks like depending on where the applicant is from, the application is sent to a different visa office. From the tracker, it seems like the applications in Mississauga are processed on average much faster than the rest.

Anyway, the tracker shows that the 3 previous Russian applicants had their application sent to Warsaw, Poland for some reason. So what's different about those visa offices, why aren't all applications done in Mississauga?

Dont think anyone on here can do much more than speculate the reasons which could be such things as workload or even specialisation in a particular geography / country where further detailed investigaion is required.

My PA has Russian+EU nationality (but we live in France) and wondering which visa office will process our application. I guess we will see.
