What’s the difference between Background Verification and Prohibitions?

Background Verification is mostly criminality check within Canada. This would include criminality name checks with police (RCMP) records to ensure you haven't been arrested or involved in proceedings of a crime. If your name is very common or name and date of birth match other known criminals, you will be asked to provide a Finger Print to rule out your criminality.

Prohibitions include the overall eligibility requirements that prevents you from becoming a citizen. This would include your tax filing records, security checks from CSIS to make sure you are not part of a misfit organisation or organised crime connection or terrorism connection or a threat to Canada, foreign PCC validation and equating any of the foreign offences to Canadian criminal code to see if you are still eligible.

Your explanation was awesome. Please let me know one question regarding this matter. If someone has been filled his tax on during eligibility period , and all tax payments is done on time, and just the last payment for revenue Quebec tax (2021) has been arranged with revenue Quebec as instalments. It means for example 6000 dollars he should pay and revenue Quebec has been approved to pay each month ( in during 20 months). I c want to know this process payment will impact for citizenship application or maybe it prevents to pass prohibition?
Don't think there's any issue...tax return was filed on time and an arrangement for payment has been agreed .. everything above board and this person has declared income as they should...etc..don't think there should be problems
