what is the difference between standard mail and international courier? Are both options are dealing with outside Canada? let's suppose if I am select standard via Canada so are they also going to send me outside of Canada?

Yeah, but it'll take longer due to the Canada post strikes ongoing at the moment.
standard mail should be adequate, they anyways send you the pdf by email. also you only need to enter the ECA number (found in the pdf) for your application, hard copy can come at standard mail's own pace.
Generally what is the timeline for the standard delivery of secondary verification mail from WES to university in India ?
