WES updated timeline

Hi,

My documents finally reached WES on 06/04/2019 and they updated me on 22/04/2019 that my report is due on 10/05/2019.
Now, does this mean that I can access the electronic copy of my ECA on May 10th? Also, I believe we can submit an express entry profile with just the soft copy?
