WES - Marksheets Not Accepted. Please Help!!!

My brother is facing a problem. He submitted his bachelor of engineering marksheets for 8 semeters (year 1-4) to WES but they are not accepting. Year 1 and 4 were attested by university of Mumbai and year 2-3 were attested by the college. However, both times they advised the below:
Reason: The document received is of poor quality and cannot be read.
Instructions: Please request that your institution send clear and legible documents directly to WES.

Not sure what to do, and why the marksheets are not in legible. All other documents are accepted.
Would you please help?

You need to send transcripts along with photocopy of your mark-sheets and degree certificate. You can obtain transcripts from your University.

Have you provided transcript? That is the most important thing here. It should be in a sealed envelope.

you need to send all the transcripts and certificates, which you should get from your university in a sealed envelope.

you cannot send photo copies to WES.
 
Hi today I got WES mail regarding documents are non legible.

I have submitted all the marksheets, degree certificate and academic transcript for diploma , degree and master.

All master documents accepted but diploma and bachelor marksheets and degree certificate not accepted (non legible)

My question is

1. Should I have to again submit transcripts ??
2. Can i send color copies of all the documents which is more legible then black and white zerox copy ??

Which college are you are you requesting your transcri9from?
 
I have completed

1. diploma in pharmacy
College - b.m shah college of pharmacy, modasa Gujarat.
University - HNGU patan, gujarat

2. Bachelor of science (biotech)
College - pramukhswami science college, kadi Gujarat
University - HNGU patan, gujarat

its kind of hard for students form gujarat to get WES evaluation.
you first need to get your transcripts xereox copies and take them to Gujarat university to get them verified and you need to pay verification fee aroung 1500rs. and might take upto 3 weeks for them to verify and they will give it back to you in a sealed envelope.
which you should send to wes for evaluation.
