Can anyone tell me that why B.Com and M.Com is considered as an double graduate not as an Masters Degree

As my friend got the evaluation done and it is not considered as an Masters

So i have an doubt that i have done B.Com and then MBA ,weather it will be counted as an Masters degree or double Bachelors

it depends on the university and diploma. it's according to the canadian system and how they see those diplomas. some masters have been evaluated as such, others not.
