WES Evaluation - Russian Degree Verification with Embassy

I have submitted my WES application and it's almost completed in few weeks, but Russian credentials are put on-hold as I need to apostle by Russian Authority in my original document.

The following is mentioned by WES:

Reason: The academic document received was not verified by Apostille through the authorized body of education of the Russian Federation in your region.

Instructions: Please submit academic documents that have been verified by Apostille. In the case where original academic documents with an apostille have been received, the documents will be returned after the evaluation is completed. For specific instructions go to the document requirements. Refer to Required Documents:

Is it acceptable by WES if I get attested or do legalization by Russian Embassy in my Home Country? Because that's the only option as I cannot do anything with Russian officials without being in their country.

Please advise!
