my girlfriend has a bachelors degree and then she went to the US for her masters but was given a bunch of extra courses to do before she could continue. She completed 9 months of study before she had to move back home for personal reasons. But during these courses, she was put into the Bachelor's program as most of these courses pertained to foundational studies.

Will WES be able to evaluate her transcripts as part of the "study towards a graduate program"? Will she be able to claim points for that if her college issues a certificate that she was studying towards a grad program? or even claim points a secondary incomplete international bachelors degree program?

only completed degrees are evaluated.
 
YES YOU CAN ? there is a column where WES asks you to provide the date of completion , just provide it and go on with evaluation procedure
