Sorry, I don't understand your question. Do you mean sending the duplicates to IRCC and PNP?

While submitting the application on WES, they are saying “IRCC is mandatory recipient & if you plan to apply to a PNP in canada please add the program as a recipient”. So what should i do now?

When you do ECA from WES, IRCC is added by default. Depending on your PNP, you will have to add that program as an additional recipient. In my case for OINP, I had to add OINP as an additional recipient. You can do that afterwards too.
