Hi,
I wonder if a permanent resident of Ontario who received welfare for 3 months can invite her parents for visit or apply for sponsirship.

sure, if someone received welfare in the past, it does not disqualify them from being a sponsor. the sponsor must not currently be receiving welfare. if someone has received it in the past, it is a good idea to submit a letter from the welfare agency that proves that person is not currently listed as a welfare recipient. We have seen cases where a person stopped collecting welfare but the sponsor application was denied because they were still listed by the agency as a recipient.

Should not be a problem for sponsorship as long as you meet LICO requirements from the previous 3 years (ie for 2017 ; you must meet LICO (financial) requirements for 2013, 2014 and 2015).

For Super-Visa, it should not be a problem at all, as long as you meet the requirements.
