OK being a midwife, she is qualified to come in as a Federal caregiver or Practical Nurse in BC,Perhaps you could help her get her temporary BC license,It costs money or if she wants to be a caregiver,She will need help to pay the fees

She wants to go as a live-in caregiver, check the ads at http://www.jobbank.gc.ca/JobResult_en.aspx?ProvId=99&Keyword=live-in+caregiver&Sources=JobBank,Government&Student=No

Some of them are agencies such as http://www.abcnannies.ca/ so she can try them too.

If she wants to work as a midwife, I found this for Ontario, http://www.cmo.on.ca/docs/Career%20map%20with%20cover.pdf and looks like she would have to take a year of college to get licensed there. Here is also something for international midwifes: http://cmrc-ccosf.ca/node/15

I don't think it would be a big deal to get a work permit as a care giver when she is a midwife. Don't you mean information about getting a temporary license in BC to work as a midwife? BCguy can maybe help you with that. Midwifes make way more money than caregivers.
