Waiting for work permit, can i put out my resume?

Everything is progressing fine with my PR application and i suspect i might get my work authorization soon. I'm tempted to apply for jobs now but have a few concerns:
  • Could i offend employers if they want to hire me and i have to tell them I'm still waiting for a work permit?
  • Does this look suspicious to the CIC, as if I'm attempting to work illegally? Which i certainly would not do?

You can apply for jobs - however make sure it's 100% clear that you are not authorized to work at this time. Put that information either in your cover letter or resume. Make it as clear as possible. Do not wait until an interview to tell them - this could burn bridges for the future.
