My apologies for the confusion, I just read this carefully and there is another link: This applies only if your office does not get changed from Buffalo to any other in US and remains Buffalo as your imm. office..:

Permanent Resident Applicants
If your application was transferred to Detroit, Los Angeles, New York or Seattle for processing, follow the mailing instructions set forth on the appropriate office's website.

If your application was processed in Buffalo, follow the instructions immediately below.

When sending your passport for the issuance of your permanent residence visa, we strongly encourage you to use United States Postal Service or Canada Post premium mail service. This allows you to track the delivery and return of your passport.

If your address is in the USA:

When sending your passport you should provide a prepaid USPS Express Mail or Priority Mail envelope for its return.

Purchase two prepaid, 9" x 12" (no smaller) USPS Express Mail or USPS Priority Mail with Delivery Confirmation envelopes.
Use one to send your documents to us; the second is for us to return your passport and Confirmation of Permanent Residence.
Complete the mailing label on the return envelope showing your full mailing address in the "Deliver To" field and the address of the Canadian Consulate General in Buffalo in the “Return Address” field (see address below)
Make a note of the tracking number for each envelope.
Send your passport and the return envelope to:
Canadian Consulate General
Immigration Regional Program Centre
1 HSBC Center, Suite 3000
Buffalo, NY 14203-2884
U.S.A.

If your address is in Canada:

When sending your passport you should provide a Canada Post Xpresspost-National envelope for its return.

Purchase two prepaid 24 x 32 cm (no smaller) Xpresspost - National envelopes at any Canada Post retail outlet (do NOT purchase " Xpresspost - USA" envelopes)

Use one to send your passports to us; the second is for us to return your passport and Confirmation of Permanent Residence documents.

Complete the mailing label on the return envelope showing your full mailing address in the "Deliver To" field and the Fort Erie Post Office box address (below) in the "Return Address" field.

Make a note of the tracking number for each envelope.
Send your passport and the return envelope to:
Canadian Consulate General
Immigration Regional Program Centre
P.O. Box 660
Fort Erie, Ontario
L2A 6R6

(Courier packages must be sent to the Buffalo, NY address.)

The Post Office in Fort Erie will not accept commercial courier deliveries.

Anybody has any updates, I am still waiting...I am thinking on paying my RPRF in a couple of days

my husband just sent the RPRF to Los Angeles consulate today, should arrive by Friday morning. Next week we have a reason to send a case specific enquiry ;D just to confirm if they got it and then follow up the status of our application...i'm learning how to be sneaky because of this long wait! haha ;D

I haven't heard of any transfer in my case. Does it mean I won't get transferred at all?, not sure; if someone has any experience about it please share... I received the "Initial Assessment" letter in Oct/29 but dated Oct/20th so I got the feeling that I won't get transferred.. so I am going to send the RPRF to Buffalo.

we sent RPRF to Los Angeles consulate, it reached them 10.30AM Nov.19, Friday... I will probably send an email to them in the next few days, just to make sure it was placed in our file and not misplaced.

praying for some news this Tuesday. Any kind of movement will do, at least I'll know they're looking at our file and it's not just collecting dust in one dark file storage room ;D

Hello all friends,
finally some update to my application but not yet received the PPR..

today I received the letter and saying that :

Buffalo has completed the initial assessment of our application, and expect to finalize the application without a personal interview.
and no additional documents are required at this time.
we have already paid the RPRF..

anyone can tell me, what is the meaning of this notification? as I see some people will immediately get the PPR after medical check..

finally, some movement in your application. i hope you'll receive your PPR soon. :D
