Waiting for OWP, require to have visitor visa extension?

I sent in our inland apps with the OWP on Dec 21st, 2017. I'd like to know if my wife needs to apply for visitor visa to extend her stay in Canada (her current one - the first one - expires April 21st, 2018) even though she will get her OWP soon (likely next month or April 2018). Does she have to have both visitor visa and work permit, or would just a work permit be sufficient?

I would apply to extend her status at the start of April if she doesn't have the OWP by then. Technically she doesn't need to do this. But if her inland application is returned for any reason, she could end up in Canada without status.

My apologies for posting this in the wrong section. Since I was asking about visitor visa, so I thought this would be the right section. Still learning the forums, lol. Thank you for suggestion on applying her status anyway, and I'll do that mid-March since I noticed many that applied for extension stay have waited longer than usual.

There is no point in applying early. Wait until a week or so before her visitor status expires. If the OWP hasn't arrived by then, apply for the extension.
