Waiting for initial PR cards for 3+ months and BC MSP not issued without PR card

The website says the current time is 58 days to process the initial PR card.
But my parents landed in October and still waiting for PR card. They can't get a MSP card without PR card.
Their PR application is complete when they landed.
Anyone in the waiting boat?
