W1 visa until 2030, can that be used for travel/visit purposes?

I have a friend who has W1 visa stamped in passport until 2030, can that be used for travel/visit purposes as he wants to meet his spouse?

The wp document they gave when he came first was until 2025 march so looking to see if he can just book tickets and come?

Assume they must have a spouse who has been working in Canada and now has a WP that expires in 5 years and so the spouse has a corresponding SOWP. Yes they can travel to Canada. Whether you can enter is always determined at the border but normally no issue. Have they not been living in Canada with their spouse?
