I received Visitors permit letter without actual visa in Passport.

In this paper stated not authorizes re entry and valid for 6 month, can somehow get TVR in my passport as well.

I applied inside of Canada.

TRVs and visitor permits are different things and one doesn't imply the other. There was no reason to believe you would receive one with the other.

If you want a TRV you will have to apply for one (assuming you are from a non visa exempt country).

Only workers and students can apply inland for a TRV. If you don't qualify you will have to apply abroad for one.
