Visitor Visa While Spousal PR is In Process

Hi everybody! Hope it's going well and wish you all luck.

I've searched the forum but I couldn't find any recent posts in the vein of my questions, so here it goes:

I'm trying to apply for a visitor visa for my husband; I'm already approved as sponsor and he is in progress for his PR/background check. I read that I can apply online for the tourist visa and have all the paperwork ready, but it's only looping around. It tells me to login to my account in order to procress payment, but when I click there it just keeps looping around between login to my account or finish application. Has anybody run into this?

Is it still possible to apply online for visitor visa? Some sections of the IRCC website say so, but I'm wondering if that's why I'm getting the glitch.

Sounds like a glitch. Youre able to apply while pr is in progress
