Visitor visa suggestion

my brother is in Uk from last 2 years and currently enroll in diploma program if he apply for visit visa to canada to visit me on christmas. what is his chances of visa.

Tell him to get a letter from the university administration office to proof he is enrolled there and that he already paid for the semester. This shows he has strong ties to the U.K and will return there after his visit to Canada.
