Hello,
Applied visitor visa for my parents, it got rejected saying that the immigration officer is not satisfied with their intention to return.
Parents are retired and we have shown assets of more than 40K CAD.
What is the suggestion i should do next ? Reapply or apply in different category? Is it okay to email immigration minister stating clearly my situation ?

How long was visit? What did they show that they will return if retired? Are you PR? You cannot email the immigration minister as she will not do anything.

They need to show that they will return so children under 22, business, income properties with leases etc.

How much did your parents show in liquid funds?
 
A refusal for "intention to return" is pretty common, especially for retired parents. Reapplying is fine, but only if you add stronger ties this time property proof, family staying back, clear travel plan, and good liquid funds. Just repeating the same documents will get the same result. And emailing the immigration minister won’t help.
 
Perhaps Supervisa is a better bet? If you have a PR or citizenship... I've also applied for my parents and waiting.... at this point I don't have any hope since they don't have any business in India and all kids are abroad. "intent to return" thing might not be as bad with Supervisa. My thinking......

Yes not as bad but given some parents are not returning home after their visit IRCC are scrutinizing applications a lot more. The length of supervisas are also confusing people and most don’t realize this is not a move to Canada but rather a longer visit but most parents will not receive PR and will be expected to return home.
