you cannot appeal you have to apply again if you think you can address the issues in their refusal.
1. The first refusal is common for people who do not live in their home country. Since you are already living in Qatar and im assuming do not have citizenship there, you are already showing you are willing to leave Sri Lanka. Canada needs to believe that you would go back to your home country and not overstay in Canada. Not sure how long you have lived away from Sri Lanka?
2. Do you have family in Canada? Do you have any children? If so where do they live?
3. Is your work temporary? did you mention the company you owned and provided proofs for it?

Do you have any immediate family in Sri Lanka? Any children? The second point they are saying that you have good connections to Canada vs what you have in Qatar.
