Visitor visa refuse can i apply for student

Hello friends
I have applied for visitor visa in July got refusal. I have applied under group tour and all got refuse its organise by senaca collage global exchange program 2015 and all 20 people got refuse same reason perpose of visit and finance and family ties in home country and canada.
I have offer letter from York universtiy and want to go for future studies
I did my diploma in business management from uk 2012
Since came back from uk i am working as general manager in private company.
Can I apply for student visa after visitor visa refuse???????

Yes - you can apply for a study permit after a visitor visa refusal. Make sure you mention the visitor visa refused in your study permit application.
