Correct so don't reapply. Try for JR and may get lucky with a new officer. Your dad returning to him will not make a difference. He is over 22 and not a dependant. He has no family ties.

My point of asking all of this was cos there's no body who'll care for my brother so we are just worried for him all we wanted was him to visit us for few days so he is not left out from such important thing but i guess god has other plans

So he needs care when you say "there's no body who'll care for my brother"? When you say he needs care that says he needs medical care.
