Correct so don't reapply. Try for JR and may get lucky with a new officer. Your dad returning to him will not make a difference. He is over 22 and not a dependant. He has no family ties.
JR could be too expensive i mean will see what happens.. thank you though for answering queries

My point of asking all of this was cos there's no body who'll care for my brother so we are just worried for him all we wanted was him to visit us for few days so he is not left out from such important thing but i guess god has other plans

So he needs care when you say "there's no body who'll care for my brother"? When you say he needs care that says he needs medical care.

Not sure that really means medical care but that implies he needs someone who can look after him but he is an adult. This also essentially confirms exactly why there are concerns about similar profiles.

You are confirming why IRCC tends to refuse similar applications. There is concern that because he has no family members in India, especially after your grandmother died who appeared to be a form of parental figure, he would be trying to remain somewhere where he has another caregiver. Culturally that would likely be you especially given he has never moved to live with your father. Coming for a brief visit would not be an opportunity to care for someone. Not sure why people make wedding plans before knowing if immediate family can secure a visa. You do have the option of having a second ceremony at some point as I assume many close friends and family will not be able to travel to Canada.
