If refused again then wait until December or the new year. Only reapply if there are major chances in documentations. Marksheets don't prove anything.

And the part time job letter my brother got they stamped it did we also needed the signature of the owner too ?

The letter of invitation is the least important document. You can invite him to visit you and your spouse...as simple as that with a planned itinerary. You don't need an event or long explanation. All IRCC cares about is that he will leave and can afford to come. So he needs absolute proof of ties to return, cash in the bank and travel history.

Well it's not right now but we can get it done but that will take time though

If he isn’t in a position to actually buy out or partially by out your father and have the finances to maintain the home, pay any taxes for example associated with home ownership, pay the mortgage if there is one, etc. Then putting his name on the deed will not really help his application. It will be viewed as an attempt to strengthen his application not a true longterm plan for your brother to be a co-owner of the home without any money being exchanged.

Given your understanding of the whole process and requirements, and the importance of it resolving successfully, at this point in time I'd strongly suggest your hire a good immigration lawyer (not a consultant) to help you process the application.

I mean i've consulted two different immigration lawyers here and in that one of them told me that they officer did not pay attention to his student ties or whatever instead gave this reason as the sop wasn't strong enough it focused more on the ties over here rather than there. The idea of getting letters from his friends was given by them .. but i mean even after paying 300 for consultation all i was given just this info..

If we apply for reconsideration and reapply at the same time will that thing create any confusion ?? I mean it's under 30 days he got the refusal
