If you already wrote this it is too late to take it back. I was pointing out that what many conservatives helpful is not always helpful.
Who is the cover letter from. Your brother states simply why he is going to Canada (for a sister's wedding) and he has approved leave from his part time job and studies begin on xx date. He will come on xx date and leave on xx date. He has already stated in past refusals about cultural importance so IRCC has the letter. Just state facts.

You can but it doesn't really mean anything. Just shows person who writes it is who they say they are, and a real person.

Job letter is proof. His ties are weak and the only thing to add that at least shows something to go back to. He really is not adding any new documents to the part time job is all there is.
It wasn't mentioned earlier we never mentioned cos it was a part time.. would adding it now will create any suspicion ?

No. IRCC isn't going to factor in his social life and that he has friends. Doesn't show anything.
Do the same officers check the file again.. what if they gave ansswr based on last file
