Need honest feedback/suggestions on my brother’s Canada TRV reapplication for my wedding.

Background:
- My brother is 24 and an Indian citizen currently studying full-time in a BA program in India.
- I am his sister and a PR in Canada.
- He was refused once earlier mainly over temporary resident intent/family ties concerns.
Our mother passed away years ago, so attending the wedding is emotionally important for our family.

- Purpose of travel is attending my wedding for a short stay (around 10 days).

What we included in the reapplication:
- Updated college enrollment + leave/NOC letter
- Academic calendar showing semester continuation after trip
- Student ID + fee receipts
- Father sponsorship affidavit
- Father’s overseas employment proof + salary evidence
- Brother’s bank statements + balance certificate
- My Canadian employment letter/paystubs/bank statements
- Wedding card + religious venue confirmation letter
- Property/home ties in India
- SOP focused more on studies and return obligations instead of emotional wording

Main concern:
Since there was a previous refusal, I want realistic feedback:
1. Do the updated study/return-tie documents meaningfully improve temporary resident intent?
2. Is there anything genuinely useful still worth adding?
3. Any red flags in this type of profile that should specifically be addressed in SOP?

Looking for constructive advice from people familiar with TRV refusals/reapplications.

He has no ties to return . He’s 24 , so in a theory he could come to Canada , abandon his studies and just stay .
Has no job to return to, father isn’t a tie , father’s job , sponsorship,salary are all irrelevant. Is the father even in India ?
Your employment, finances are all irrelevant. He’s 24. An adult . He’s expected to finance his own trip . Does he have any travel history to countries such as the USA , UK, Australia?
Sounds like his situation hasn’t materially changed from the first refusal

Is the father coming to the wedding ?

If your here , and the father lives outside India, (Father’s overseas employment proof) he has no reason to return

How much cash is he showing ?

What is changing from first application? When was it refused because he doesn't want to apply so close to last refusal?

1. He is single with no family ties where he is, a student and no job so his file is weak. He is 24 so not a dependant of his father. Father's employment, your employment and bank statements are not relevant. Father not a tie because not even in same country plus he is 24.
2. Make sure all bank statements and properties are in his name only.
3. The red flags are - single so mobile and really has no reason to return except for school if you are his only sibling and your dad is going to the wedding.

So we should not apply ? He got the refusal like in last week of april

6000 of funds and yeah father lives anroad. Nothing much has changed since refusal
 
What are you changing from the first refusal? He is 24 and not a dependant and doesn't live in the same country as his dad.
Nothing has changed just changing the sop and explanation and a bit of additional letter NOC with explanatioj from college. What else can we changr

He was refused for family ties which he cannot overcome. He is single, sister in Canada and father in another country. His only reason to return is studying which is not enough. Does he have a job? Are properties in his name only with income coming in? If so provide, tenant agreements.

No property is not under his name though . Well we can't do anything about the family ties if they are not alive there's nothing that we can do and nobody even wishes for it

And yeah he does not have a job cos he's a full time student even part time counts then he has a job if not then no
