Visitor Visa- previously applied for provincial nomination

I am applying for Visitor Visa. This is a first time I am applying for Canadian Visa.

2 years ago I had applied for SNIP the Saskatchewan Nomination Program, and nothing much happened on that, as the application is still in review(put in the cold)

Now in the Visitor Visa application there is question "have you previously applied to enter or remain in Canada?" Yes/No.

Since I have never applied for Visa I am thinking my answer should be No.

Please suggest. Thanks
