If you had applied before Sept 2021, it is better you reapply. This is not normal processing time.

I would suggest not to apply now. Wait till the rush of extended family and immediate family is over.

No, this is for extended family reunification. I applied from Canada on behalf of my sister-in-law who resides in India. The case was processed in Ottawa.
