Hi,

I am from India but residing in Libya for decades and intend to apply for a Canadian visitor visa through the visa office in Tunis, as the Canadian Embassy in Libya is closed since 2014.

PROFILE:

Marital Status:
Married, 3 kids (applying alone).
Employment Status: Working in Oil & Gas Company in Libya since 2012
Personal Assets: Own both residential and commercial properties in India.
Travel History: UK (4 times), Europe (3 times), and the United Arab Emirates (multiple times).
Savings in Bank: Around 55,000 USD
Purpose and duration of visit: To visit my friend in Canada (Stampede, Banff and Jasper). Duration: 10 days. He will provide an Invitation letter in support of my application.

Currently hold US (B1/B2) and UK visas both valid for 5 years, although I have not yet traveled to the US. As I plan to visit both US and Canada during the summer of 2026 as part of my North American tour.

As I understand, I meet the eligibility criteria for the CAN+ category. I would appreciate your advice on whether it is preferable to apply for a visa now or after I have traveled to the U.S.?

You are applying from Libya, not Tunis but will be processed from another embassy or IRCC office. IRCC decides if processed for CAN+ which is expedited processing (sometimes). Up to you whether to travel to US before applying. Biggest hurdle for you is that you are Indian so don't live in country of citizenship. Show that you have PR or long term work permit in Libya, and that spouse and children live with you.

I will submit my application online through the IRCC portal while in Libya; and later I must travel to Tunisia to complete the biometric process at the Canadian Embassy there, as there is no Canadian Visa Application Centre in Libya.
Please note that Libya does not issue PR cards or long-term work permits — they are valid for one year and must be renewed annually. Libya does not even grant citizenship to those who are born here. For Spouse and kids, I will submit a copy our family certificate, copies of their Libyan resident visa as well as a family certificate issued by the Indian Embassy confirming their presence in Libya.

So applying from Libya but doing biometrics in another country. Make sure your work permit is valid for more than one year when you apply and doesn't expire within 6 months. IRCC wants proof you will return.

If for a genuine vacation then if approved enjoy. If you are under the impression you’d be able to get a WP then traveling to Canada is not a good idea.
