Visitor visa for spouse rejected

So unfortunately my spouse got a rejection today stating that they do not believe he’s financially established in our home country even after showing $16k for a 2-week visit for my graduation (I’m a PR) and to write his engineering license examinations this spring.

They said no ties to the home country even after we showed 3yr employment with Africa’s largest natural gas plant.

I guess I’m one of the ties but I live here permanently. How else can we prove ties that’s not property or business?

Why not apply for outland sponsorship? He has no ties to return if you are PR in Canada. Also $16k is for both of you? You should be showing more than that with your personal bank statements.

That’s exactly what I would do now. No the $16k was liquid funds in his chequing account not savings, I didn’t include mine because I thought it’d further prove their point he’s unable to fund his trip

You are PR so start the sponsorship process. IRCC doesn't believe he is coming just to visit but you will apply inland once he comes and not leave.
