Visitor visa for spouse having US Visitor Visa

Hi all, I am looking to apply for a visitor visa for my spouse. We got married recently. I have a few questions though. Please can anyone help me with these:

1. He has a valid US Visitor Visa, will the Canadian Visa be processed faster?I know there was a program where Canadian visitor visa was processed as early as 5 days if someone held US visa. I have 20 days in hand before he flys to the US.
2. Is it okay If we apply for his Visitor Visa first and then submit his PR application?

Yes . He will get his visa processed faster if he will in US. He will get easily entry to canada from US.
