Visitor Visa for Friend with H1B approval notice not stamped yet

Hi All - I am looking to initiate Visitor's visa for a friend who is in US with H1B. He got his H1B extension approval notice but visa stamping is not done. Is it advisable to proceed initiating visitor visa? Has anyone faced a similar situation? Looking for some insights that will be helpful. Thank you!

If he has proof of H1B extension approval there isn’t a reason to delay the application.
