Visitor visa for dependent child

Good day!

We are planning to have my 4 yr old daughter to visit us here in canada. I am a live in caregiver and my husband works as semi skilled worker. We have been away from her for 2 years and we miss her a lot.
Is it possible to approved a trv for a dependent child even if parents are not PR?
Anyone knows about this case?
