Visitor Visa for A Student's Brother

Hi,

I am a student in Canada, and is graduating in next 4 months. I am planning to apply visitor visa for my brother and his wife, who are currently residing in India, to invite them on my convocation. Their details:

My Brother
Age:27
Education: Graduate
Work Status: Serving in State Police
Bank Balance: 10 K CAD
Salary: 1K CAD per month
Relation To Me: Sibling
Marital Status: Married
Children: 1 (4 months old)
Family Ties: Only sibling, living in Canada(Me), Father and Mother both in India.

My Sister In Law:
Age:30
Education: Graduate
Work Status: Govt Job
Salary: 1K CAD per month
Bank Balance: 10 K CAD
Relation To Me: Sister In Law
Marital Status: Married
Children: 1 (4 months old)
Family Ties: One sibling, living in Canada, Two Siblings in India, Father and Mother both in India.

My question here is, what are the chances of them getting visitor visa? I don't want a refusal for them so I want to be careful. If getting visa for them on my convocation is difficult, I can wait and apply for their visa when I will marry in an year. Please advice should I sponsor them now or later?

Are they leaving their baby at home? If so chances are a bit better but in general no their chances are not good.
