Visitor visa expired and work permit valid

Hi,

I have a relative who travelled to India for a dental emergency. Her visitor visa expired but the work permit is valid till August 2024. The visitor visa was issued last year but has expired. Now the airplane people didn't allow her to board the flight. What should she do in this case?

She needs a valid visitor visa to enter. Having a valid work permit doesn’t allow entry into Canada but allows her only to work. She was rightly refused boarding.
